Both are good as a pet. But hamsters will usually only live for two or three years. A Grey Parrot is especially long living. Personally, I would have a single budgerigar, which could learn to speak!

Old enough to get your parents' permission, be able to care for it, feed it, clean its' cage, if it's a hamster, and handle it lovingly and with respect.
If the 1 year old hamster is a syrian hamster DO NOT put another hamster with it. They are hamsters that NEED to be alone. If it is a dwarf, hamster, it might be ok. Dwarf hamsters like having each others company. However, if the 1 year old hamster is not use to other hamsters, it might not go over to well.
Do not date your hamster, it is entirely too young.
