It's more a question of different rather than "better". A quad is easier to ride, but a motorbike is more nimble and handles differently.
The Athlon x4 will be better as it is a quad core compared to the Core 2 Duo's dual core technology. Should you wish to look at the Core 2 Quad, then the Core 2 Quad would be a better choice.

Depends on how many CC the pocket bike is. I personally think it might, I just traded my klx 110 after 3 years of use for a 150cc dual seater moped that tops out at 63.
If the "pocket bike" has an engine displacement of 50cc's or less, produces 2.0 brake horsepower or less, is capable of a top speed of no more than 30 mph, and the operator is not required/allowed to shift gears, then it may be legally classified as a moped. The document titled "Moped Requirements" lists the operational and equipment requirements for such motor vehicles. Most "pocket bikes" will not meet those requirements and therefore will not be street legal. If the "pocket bike" has an engine displacement greater than 50cc's then it is classified as a motorcycle and must meet the requirements applicable to that type of vehicle.
