The M-16 is more accurate (namely over long distances) due to the increased barrel length and resultant increase in velocity (which improves external ballistics). The M4 is lighter and easier to handle, meaning that it can be more effective in close quarters situations (the M-16's increased ranged accuracy can be somewhat moot in such situations).
The guns are practically the same, and have their ups and downs. Really comes down to the situation.

Besides, there are better guns than the m16 series such as the m468 with its heavier round, and the scar with its interchangability between the 556 round and the 762 round.
