Well, it depends on what size bird you want. Obviously, parakeets are larger and seem to be louder. Lovebirds have a softer, more high pitched voice. Lovebirds do a loud, even higher-pitched voice when they want to get attention. Lovebirds are affectionate, so you'd better get two to keep each other company. Parakeets are larger and are the birds you can train to talk.

One can buy a lovebird from a local pet store for a good price. One can adopt a lovebird from a rescue shelter or directly buy the lovebird from a bird breeder.

I think a bird because a bird is a nice animal but a bunny can grow sharp clause but a bird can peck but they do not have by they I mean parakeets

Well, if you want a pet bird that's small, doesn't bite so much, doesn't sing in the night, or stuff like that. Then, a parakeet is a great pet for you, but if you aren't a beginner bird owner then there's many kinds, but masters usually have parrets, but their expensive. Anyways parakeet are able to talk (i have 2 parakeets).

It could mean that the bird that is plucking the other one wants to be in charge. depending on the bird you have. a fischer's lovebird is very territorial and can kill another bird if it doesn't keep it's distance. the first bird wants to assert his dominance and instill fear in the other bird.
