you can call it many different things, but the most common name used is eyeshadow primer. the brand Urban Decay calls it "primer potion".
Most drugstores will have great, cheap primer that's just as good, if not more reliable than brand-name products. Wal-Mart also has some primer available that drugstores may not have that's still a decent price for what you get.

My preference is to use oil base primer under latex (water base) paint, because in my experience the oil base primer lasts longer. It stays stuck to the wood longer. I think latex primer is basically bogus. I have wasted a lot of time using latex primer and it comes loose and I have to sand it all off and use oil base primer. Latex primer does not work. Just like latex paint sticks poorly to bare wood. Latex paint does not have much "stick" (also called "tack"). It is a thin sheet of rubber, and there is very little "tack" to it to keep it glued to the wood. Latex peels off readily, once you put a knife under an edge.

There is a brand of paint sold in most hardware outlets for painting plastic or vinyl . This paint does not need primer first. It is called Krylon Fusion.
Just went looking for one myself- Found a brand called X-I-M and is says they have it at Sherwin Williams stores. They did have it at my local S/W- but only in gallons. Mu regular rep pointed me to something he has that is all purpose- and claimed it's good with porcelain- S/S's brand called "Bonding Primer." I'll find out tomorrow how well it works! Got to correct my poor typing and proofreading- Sherwin Williams brand called "bonding Primer"- sorry about that.
