What causes hesitation upon acceleration predominantly in the cold and wet and especially going up hills?

Water can get into the fuel line as well as the wires getting wet. Sit the car on a level service (under cover if it's raining) and use a hair dryer (not too hot) to dry out any moisture in the wiring. When you park your car on an incline (at home or work) this also can cause hesitation of fuel.
