It depends on the chihuahua. The female chihuahua I had was smart, calm, sweet, and protective, letting you know if their was a stranger at the gate. They are definitely a dog I would recommend to someone looking for a smart, sweet, little dog. A friend of mine has a teacup chihuahua, and she is a hyper as ever. I think she might get easily stepped on, so I don't know if a teacup would be great recommendation :)
Anyhow, overall, from what my experience, I think that the general chihuahua smart, sweet, usually calm, sometimes wants to be a lap dog. Hope this helps!! :) -- Tasha (HorsesRockLol)
