The most frightening part of your question is "strong electrical burning smell". Strong to you may be mild or nonexistant to others. If you are getting this smell and others can back you up stating so, you must get your building manager to check it out! Bring a witness or two. This problem should be handled first without question! Significant airflow can mean many things. Significant to you may be mild to another. Usually electric junction boxes (I am assuming you are referring to electric outlet boxes) have holes in them. Air moves through walls where these boxes are, especially in tall structures. This movement is called convection current. Air has more density at the lower floors, so the cooler denser air on the lower floors is heavy and falling and the warmer, lighter air on the higher floors is rising which can help cause this chimey effect (in tall buildings especially). As the warmer air finds it's way out toward the top of the building (and on the leeward side of the building on windy days) it draws more air from air leaks in/at the lower part and windward side of a building, helping to keep the convection current going. An equal ammount of air has to be drawn into a building to make up for the warm moist air leaving the building. This naturally replaced outside air is usually cold and dry (in winter). This is the air we notice more than the warm air leaving. As HVAC systems turn on and off the air flow is affected, as is the opening and closing of windows and doors. When air flow is affected, the temp./humidity/volume of the air moving through the junction boxes is affected. Windspeed and direction also plays a part. The outlet boxes can be sealed with inexpensive gaskets and plugs, but the convection currents will still move through the walls through the many bypasses that exist behind the sheetrock unless they are sealed. I would not expect this to be done, as it is much too difficult and expensive.
