It's the words "understood" by COMMAND.COM

a program in DOS level languages.

It varies quite a bit in terminology from DOS to DOS, but follows the same logic in all.

Things like dir, cd, type for show me current directory, change directories, type out the following file.

A command line is a prompt provided by a computer program called a shell. The command line is a place where you type a written command into the computer's operating system. Things that you might do on the command line include copying or renaming files, deleting files, pinging other machines to see if they are running or running a simple ftp program.
