The Harvard link I've provided explains that blood oxygen saturation levels are normal at 95%-100%. This is what you would expect a healthy adult to be. A smoker who is also a 'healthy' adult could be as low as 90% ( and even that would be a little concerning depending on the person and their specific circumstances) Someone with COPD could be as low as 85%. Anything lower then the above in their specific circumstances and I would consider it very impaired, and likely an emergency situation.
