CSS is used for decorating, aligning, and placing things from what HTML makes. That means CSS alone is not strong enough to create a webpage. If your talking about editing profiles like facebook or myspace, there are special websites that discuss and tutor how to tweak or trick-out your profile with CSS. If your looking for those websites, google is a good solution. [ http://www.google.com ]
