All glass windows both transmit and reflect light; the question is, what's the total light coming off of a piece of glass? If the inside of the car is dark and the exterior is bright, then the light coming out through the glass will be a tiny fraction of the light being reflected, and the primary image that you see will be the reflected image. But if it is dark outside and you turn on a light inside the car, then you'll see mirrored windows - but you would be plainly visible from outside!

The eyes of a person out-side the car have adjusted to the light level out-side. As the glass it dark the inside of the car is darker than it is outside, and is too dark for the person outside to make out any detail. The effect is helped by bright reflections off the glass compared to a dark image as the reflections are brighter than what is in the car, and mask the interior. From inside the car the opposite effect takes place. They eyes of those inside have adjusted to the dark interior of the car, so the light coming in through the windows is plenty bright enough for them to see what is going on outside. Reflections off the glass on the inside are there but in the car is so dark the reflections are darker than the view through the window. The view is brighter than the reflections. Of course if it is dark out side those inside can not see out. Turn the lights on in the car and the situation is reversed, people can see in, but those inside an can not see out.
A dark reaction is done in the Calvin Cycle. Light is not needed at the time of the dark reaction but it also doesn't hinder the reaction if there is light at the time.So in short. Yes.

Quite often they can see them. However sometimes it is made more difficult by a number of factors. Light reflecting off the window can make it hard to see into a room. As the light levels are different inside and outside, people's eyes adjust differently and that affects what they can see. When you go into a dark place, it is hard to see at first until your eyes adjust. When you go into a bright place, it can be very dazzling until your eyes adjust. When it is dark outside, you have the reverse effect. A person outside the window can see the person inside much easier than the person inside can see the person outside. It is always easier to see from a dark area into a bright area than the other way around.
