In other words, if you decide to do something, then you should be able to say that EVERYONE should do it.
For example, "I need money for a car but there is no way I can pay it back." So, I'll lie to my friend and say I will repay the money in order to get the car.
This violates both versions of the categorical imperatives quoted above.
First, it says that the universal law would be "If anyone needs money, they may lie to get it." Second, it uses the friend as a means only and forgets that the friend has their own end that they are working towards.
To resolve the issue, the person in need of money should ask the friend and explain the situation honestly, allowing the friend to make their own decision.
