In spring valve trains the cams on the camshaft are used to open the valve and keep the valve from being closed too soon, but the valve is pulled closed by a spring.
In a desmodromic system a 'rocker arm' is fitted around the cam in a manner to both open and close the valve directly rather than relying on another system, such as a spring to close it. In that manner the cam completely opens and closes the valve, rather than just opening it.
The largest user of the technology is Ducati in (as far as I'm aware) all of their production motorcycles.
Fabio Taglioni developed it because at the time spring valves had problems at higher revolutions. The springs were prone to breaking, and you could get valve float, where the springs couldn't pull the valve closed fast enough before the spark and ignition of the fuel in the chamber ocured, meaning lost power through escaped gases and potential engine damage if the the piston collided with the still-open valve head.
