When the temperature finally drops to the dew point (100% humidity), the the atmosphere is completely saturated with water, and it will start to rain (or snow, if the dew point is below freezing). Since the atmosphere is completely saturated when the temperature is at the dew point, it cannot go below the dew point.

I believe to measure the dew point you would have to use a combination of a dry bulb and a wet bulb thermometer on a device called a sling psychrometer. Then take those temperature values that you get and plug them into a specific equation which I can't remember off the top of my head and/or look at a specific chart of dry bulb and wet bulb temperature values to determine the dew point.
