The basic difference between the web and the cloud is the services they offer their clients. While cloud offers a vast amount of storage, applications and hardware to be manipulated and controlled by user at a low cost, the web only offers a certain amount of space to store data that can only be recovered but not controlled or manipulated. In addition, the web only lets the user to use a portion of the server, even though most of its resources are idle consuming power and space, whereas cloud gives users access to as much server resources as the user expects, allowing maximum consumption of resources

Online backup is when you take the services of an online website for the storage of your data. When the website will be closed, for some reason, then your data would also become irretrievable. Whereas in cloud storage you pay the cloud providers a sum of money and the data remains forever in cloud and can be accessed anytime.

There is something about the cloud that relates it to the internet and lasts forever. Data storage can go in USB's and data storage devices (obviously) but doesn't normally get stuck there forever like cloud storage. But in my friend's mind, that wouldn't make sense. Clouds aren't solid, the data storage devices are. It should be the other way around. My recommendation is to use cloud storage.
