Actually, the are about the same. Though, the cat might be dirtier because it cleans itself less than a rat does. The average rat bathes, or 'cleans', itself about 5-10 times a day, while the cat may only do about 2 or 3 cleanings. So, the cat might be dirtier, or the rat might be dirtier, but it depends where each animal goes and where its habitat is.
A rat cause they carry diseases ! Cats are by nature very clean animals. Rats, if kept as pets will also be clean. Rats go where the food is, usually where people dump their garbage, and that is why rats carry diseases.
Of course, rats are like fish, the dirtier their environment the tastier they get.
