where s is the number of seats that state would have (already have one, so start with s=2, so the first value for all states will be their population divided by the square root of two)
basically the 51st seat goes to the state with the greatest population, being California. after that California's value decreases to be population over the square root of 3(3-1) or population over the square root of 6.
as the seats progress, whichever state has the greatest value gets the next seat all the way to 435.
