rocker arms operate the valves that allow fuel into the cylinder and exhaust out. if they are worn then the valves won't fully reducing fuel admitted and so reducing power output for the effect.

The distributor does not have any effect on the operation of the transmission. Since the engine is a separate unit from the transmission, a defect or malfunction in the engine or its parts does nothing to your transmission.
Replace the engine or have it rebuilt. Once an engine is worn to the point that it has excessive blow by, those are the only real solutions. You could try using a heavier engine oil, but the effect that will have is negligible.
