All electrolytic capacitors are polarized capacitors whose anode electrode (+) are made of a special metal on which an insulating oxide layer originates by anodization (forming), which acts as the dielectric of the electrolytic capacitor.
An electrolytic capacitor is a capacitor that is built using a special electrolyte as the insulator between the plates. By doing this, you can make the spacing very, very small and thus raise the the capacitance into the thousands of microfarads, making them especially suitable for power supply use. Unfortunately, the design only allows charge to be built up in one direction only, hence they have a designated PLUS terminal, which cannot be allowed to go negative without destroying the capacitor. Additionally, the electrolyte needs to be reformed from time to time, by imposing a charge on it and allowing it to bleed off. Normal use will suffice, but if the device sits unused for a long period of time, it can fail on first use unless reforming steps are taken.

Only electrolytic capacitors (tantalum capacitors are a type of electrolytic capacitor) are polarized.0.001 farad = 1000 microfaradThis is a value that is too large for any practical capacitor except an electrolytic, so yes it will be polarized.
The electrolytic capacitor can only have voltage across it in one direction. Failure to comply will result in catastrophic destruction of the capacitor.

Electrolytic capacitors are capacitors in which one or both of the plates is a non-metallic conductive surface, or in other words, an electrolyte. Electrolytic capacitors come in a variety of types including: aluminum electrolytic capacitor; tantalum; and a solid aluminum electrolytic capacitor with organic semiconductor electrolyte or OS-CON.
actually the truth is the difference between the electrostatic capcitor and electrolytic capacitor is the spelling.. believe it... or not!
