Step 1 - Get two DS consoles, one with Pokemon White, one a SoulSilver/HeartGold with the 13th movie Celebi, most likely a GameStop one. Other Celebi won't work, it must be a 13th movie one.
Step 2 - Either use the Relocator, or if you have finished the game, the PokeTransfer Lab, to migrate the 13th movie Celebi over to Pokemon White. Full instructions on how to migrate, is in the manual.
Step 3 - Save the game and put Celebi in your party.
Step 4 - Go to Castelia City, and go up the first 'street', the easternmost one.
Step 5 - One building has a woman reading to a quiet boy. The boy is Zorua, speak to it, and Celebi will appear. You'll then be allowed to take Zorua, choosing a ball to put it in (no battle occurs).

No you have to go to a person that changes into zorua.
If you are looking for Zorua or Zoroark, they can only be obtained in Pokemon Black and White, and they can not be transferred to other Pokemon Games.
Level 35 is when zorua evolves.
zorua is a puppy pokemon and you can only obtain such a fine spesimn in a match
If the Shiny Celebi does not work, you cannot get a Zorua. On Pokemon White, this is the only way to get that species.
i didn't hadded celebi with me so i couldn't get zorua but when you get the game of Pokemon black and white go to youtube and find away to catch zorua in castelia city
Zorua is a pokemon who is very tricky and likes to sneak around or transform into a silent child
Zorua is available in both black and white. However, you will need to transfer the even celebi to your game to get it.
The only way to catch Zorua in Pokemon Black or White is to have it traded by someone else (Zorua can be bred). You may also get it as a future event Pokemon.
