Federal jurisdiction is a general term that encompasses all Federal Laws and statutes that federal agencies and governmental bodies are obligated to enforce, such as a kidnapping across state borders, which would be the FBI's job to investigate. If something is under federal jurisdiction, it belongs to the federal level of government as opposed to the state or local level.
