I had to look up the word flocculate, it said to clump or mass togeather, yes just long enough to get the water going thru the filter with clumps or masses getting or blocking the strainer basket you have to shut the filter and clean the strainer basket out, put the strainer basket back in put water back in the strainer basket area, close or put the lid back on and turn the filter back on, you may get the filter running strong the first time but as the filter sand becomes more clogged or dirty, it may take several times of priming the pump to get good water flow,,as I read your question, again you have to shut the pump off which in turn stops the filtering process, you have to put water back into the inlet side to get the flow back this should take maybe 20 seconds if you run the pump to long you will burn the motor up In order to prime the pump it will have to be off.
