I reckon there is no air vent pipe on the drain line of the toilet you are flushing and the siphon action is sucking out the water in the loft toilet also.

Check the tank and make sure it's full. Check the flapper and make sure it moves enough to drain the tank into the bowl.
The sediment could be coming from the generator tank. The steam generator should be equipped with a flushing valve for flushing sediments from the generator tank. Flushing should be done once a month or more often depending on local water conditions and steam bath usage. Check your manual for trouble shooting and contact the manufacturer if needed.
Either on the underneath side of the lid or on the back of the tank inside there should be a model number. Possibly on the underneath side of the tank also.
