The fuel tank in vehicles varies with the model. A full tank for one might be 12 gallons, for others, 30 gallons. If you're looking for a definition, then whenever you cannot fit anymore liquid into the tank, then where the liquid stops is where the full tank level is. Some tanks also have an indicator either painted or embossed into the side of the tank that lets you know not to fill it past that line (full line). For dipstick applications (say for the oil in an engine), the full tank level would be indicated by the engraved markings on the dipstick itself. Sometimes there are no obvious indicators on a dipstick, in this case, the dipstick will usually have two holes: the one towards the bottom tip being the minimum indicator and the one above it being the full indicator.

It should be at the manufacturer's reccomended level, which is usually indicated by a line on the side of the tank, or i've seen some with a dipstick. Either way it should be at that level, which usually isnt FULL
Failed gauge, wiring, or level sensor.
Fuel level sensor malfunction.
If you are sure the tank is empty and the fuel gauge is reading half full, then there is something wrong with your fuel level sending unit located inside the tank on the driver's side of the vehicle. Probably the variable resistor.
do a full fluid change ,you might have small particulates in the holding tank
Apparently when its hot it should be higher than the cold level I read this in my owners manuel .. not very helpful..
Normal antifreeze levels in the coolant recovery tank are around the half way point. This is usually marked with an Full or F on the side.
