This is a very vague question. It depends on your combat level and if you are a member or not. But generally, anywhere you can train your strength, defense, ranged and magic is also good for training attack. It might help if you look up a video tutorial/guide on YouTube. Just search "Runescape attack f2p/p2p"

There's three great ways of leveling your attack:
i suggest rock crabs, from 1-70. from there i would say bandits are the best if you have a good defence level (70+) look up a bandit guide and it will explain what you should bring to bandits.
Kill things. Lots of things.
free 2 play hill giants/ lesser demons
members experiments/flesh crawlers
Try out this link, below.
click on the two swords crossing and move your mouse on the different ways you can attack most likely when you have your mouse on a attack it will say attack xp,defense xp,STREGTH XP,or shared xp. Click on the attack that says STREGTH XP!!!!!!!!!!!!!!!!!!!!!!!!
u can make about the maximum of 100000 attack xp per hour if u train at the right monsters
You can get some good xp from doing minigames and then cashing in the points for the skill or just train it.
Vampire slayer gives like 5,000 attk xp... but thats about all...
for a non-member that's at least lvl 48 (to be safe) the dragon slayers quest (and you need 33 quest pts i think).18,000 strenghth xp and 18,000 attack xp.
get a sword of some sort and kill monsters. Press the 2 swords on thetop left to choose which style of attack, one gives you strength xp, one, attack xp, one, defence xp, and the other, shared xp
there actually is no best attack xp quest for runescape but you could try some members ones

Dragon scimitar - Strength xp Abyssal Whip - Attack xp (over 2m) Saradomin Sword (best strength training weapon at 10m) Godsword - (fail at training) D scim ftw!@!@!
Attack enemies using the controlled style, Chosen from the "Crossed Swords" icon just above your inventory.
