This is an effect where a colour starts and blends across to another colour over a given distance on the screen.
It is solid color, gradient or pattern line around type or shape or layer.

a gradient when used in photoshop is a layer that when selected has the option of having a start colour that moves through shades of that colour to another. I.e. starts white and as it moves down the page for instance wll go darker and darker until it black.

First select gradient then look at Options bar which is below menus. Click on rectangle with gradient which is in Options bar (first option) to open Gradient Editor dialog then select different gradient if you want. Click on image and drag. Open the image in Photoshop, Select the Eyedropper tool to pick up the foreground and background color of the logo so that they are set as the foreground and background color in photoshop (white should be foreground) choose 'Image', 'Adjustments' and go to 'Gradient Map...' If the background is not right (not 100% white) then click on the gradient itself and move the white color stop to the middle until the background is 100% white. Click OK and you're done
As vector, you can resize it, change color, position anytime you want till type is on own layer and is not rasterized (to apply gradient to type you must first rasterized it).
