The point midway from no throttle to full throttle.
You need to clean out your carb or need a new throttle cable
I'd check fuel pressure first.
Either the carb needs rebuilt or your timing needs reset.
Too much fuel, take off air box lid. Then try a few plug chops. Then try a larger main jet ( the jet that controls throttle from half to full)
if its a 2-stroke the governer is a little black block that keeps the throttle from opening.so watch the throttle on the carb as you slowly open it.just remove about half of it though or else the throttle will start to close again

If the vehicle is in neutral or park and it doesn't rev over half throttle, it is the rev limiter (governor). That is normal.
we have a ford escort lx and it wont start without the gas throttle half way then it starts but is very rough but wont idle by itself
My jeep would caugh and miss after half throttle but run perfect up until then, it was a weak fuel pump with a split in the hose on top of fuel pun so it wasn't Geri g enough gas , test with a fuel pressure gauge
Look on the throttle body where the throttle cable connects. There is a separate cable next to it. Follow that back to a round unit about the size of half of a soda can, that is the servo.
The throttle position sensor (TPS) keeps the PCM informed about throttle position. The PCM uses this input to change spark timing and the fuel mixture as engine load changes. A problem here can cause a flat spot during acceleration (like a bad accelerator pump in a carburetor) as well as other drivability complaints.the throttle position sensor (tps) tells the computer where you have your foot while driving ( half throttle or quarter ect.)
