you mean a poblano pepper or a habanero pepper? The first is a much milder pepper than the first, but both are spicy, used a lot in Mexican cooking.

The term "bell pepper" implies that it's not spicy, but yes, unless you're talking about a SPECIFIC kind of pepper (i.e. Habanero, Jalepeno) they are the same. Take care. Red pepper is also the name used to describe the hot pepper flakes used in Italian cooking. That's very different from red pepper meaning a bell pepper.
Some people like their chili spicy, some like it mild. Chili gets it's name from the chili pepper that is used in making it. You can add different kinds of peppers to make it more spicy. Jalapino is common. Habanero is extremely hot. Add to taste.
