I am studying in school about cells and I learned that a kelp cell is a protist. All protists live in water and they are not animals, plants nor are they fungi. Now I might not be right but this info is coming from a 12 year old but I'm tryign my best.
Kelp is a plant, not a cell.... so no!+
Sometimes (amoeba), sometimes not (kelp).

Giant kelp are eukaryotes and multicellular. Eukaryotic cells are cells with a nuclei for each cell. Multicellular organisms are living things with more than one cell.
Some kelp are prokaryotic, or unicellular, organisms. However, some kelp are eukaroytic, or multi cellular, organisms. Both lack specialized tissues.

The colour of kelp depend on what phylum if fits into. If the kelp is green, it is part of Phylum Chlorophyta. If the kelp is red, it is part of Phylum Rhodophyta. If the kelp is brown, it is part of Phylum Phaeophyta. hope this helped :)
