The 'closet room' is actually the Elite Penguin Force (or EPF as it may well be known as), another Secret Agency. They deal with top secret missions and play a big part in the EPF Club Penguin game for Nintendo DS. To get in there, you need a DS and the EPF game. All you have to do is upload coins to your online account and it will automatically unlock the room. It will also add a Spyphone to your inventory if you do not already have one.
