Is when the Catholic Church would close the Church within a specific region prohibiting worshipers from participating in the Holy Sacrament?
I believe that you are referring to an interdict, which is a censure that can only be imposed by the Holy See, if it is general, or by the local Ordinary (i.e. the local bishop) on parishes or persons - for specific reasons. When a parish or region is under inderdict, religious services are curtailed, but sacraments may be given to the dying, marriages celebrated, and Holy Communion administered if the interdict is general or local (not personal). from Modern Catholic Dictionary by John A.
