The computer wishes to boot a program from a portible device, E.G. Flash drive, CD/DVD etc.

This depends on your expertise and preference. Typically I suggest setting your optical media drive (CD/DVD/ETC) as your first boot device, but this tends to slow down your boot time ever so slightly as the drive seeks in order to figure out if the disk in the drive is bootable media or if there's even a disk in the drive. It makes installing boot-level media far easier, however. If you know what you're doing and know how to manually open the boot menu without going into setup, then set your hard disk as your first boot device, followed by your optical media drive, then finally any other medium such as floppy drive, removable media, etc.

I hope you have taken back of OS in storage device,use that media for resroring OS. Insert a media boot with xp bootable CD , at start up you will see for auto mated system recovery press F6 or F2 go for it choose media to restore, it's done.
First thing is, the CD has to be a 'Bootable CD'.Change the 'First/Primary boot device' in the bios setting to 'CD ROM'. Ususally it will be floppy disk, by default. Insert the bootable CD into the CD drive. That's it!!

Your computer will not boot, it will probably freeze.
You may have lost the boot record on the hard drive or the hard drive may have failed. Try booting from a floppy or CD, whatever rescue boot device you have. If you can look at the C: drive from the alternate boot device you may have just lost the boot record. If you can't get to the C: drive you may have either a drive or a controller failure.

That means that there is no hard drive installed, or that it does not have a working operating system on it. The BIOS is prompting you to insert a bootable CD to install an operating system or run a repair utility.
