Mostly bones, ligaments to hold them together, and tendons to move them. There is some fatty tissue that is used as padding as well, of course. All of the muscles that spread and constrict the paw, similar to our spreading our fingers, and that extend and retract the claws, are located further up the leg, above the "wrist" / "ankle" joint.
