Theoretically yes, but it is quite implausible. Silicon forms less stable structures than carbon and silicon compounds would be solid at standard conditions and would, therefore, be quite hard to use by organisms.
Silicon, like carbon can form four bonds, and can also form quite strong bonds to other silicon atoms, enabling it to form chains as the backbone of larger molecules in the same way that carbon does. The drawback with silicon is that the compounds so formed are easily hydrolysed, destroying the silicon chain. This is something that doesn't happen with carbon.
