No, not really. If you change the status on your W4 from Single to Married, less will be withheld from your paychecks for federal income taxes. There is no requirement that you make that change.
It used to be that if you claimed more than 10 your employer had to forward copies of your W4 in to the IRS for their review. This ruling was changed recently. So the answer is that you can claim as many dependents on your W4 as you want, BUT the IRS has the right to question the number you claim. They can do this if you end up with no taxes being withheld or if they believe you have supplied innaccurate information on the W4 form. You may have to write to them and justify why you are claiming 16 dependents for example. If the IRS doesn't like your answer they can direct your company to take withholding taxes out for 9 dependents (or whatever they think is right). The employer has a limited amount of time (45 days I believe) to comply with this directive.
If you work for an employer and receive a W2 at the end of the year, you need to adjust your W4 (that is the form you should have filed out before you were employed). You need to put that you are SINGLE where the choices are married or single. The number of allowences you should report is 0. This will put you at the maximum withholding rate. You may also elect to have an extra amount of money withheld from your pay each pay period. This would be a set dollar amount (that you decide) also reported to your employer on a W4. There is a W4 pdf on the IRS website that will allow you to make the correct entries, and print the completed form. You will then need to turn that form into your empoyer so your payroll files can be adjusted accordingly.

No...employers defined in the code are federal employers. Private sector employers SOLICIT for W4 forms....they don't DEMAND. If they could DEMAND, they could be demanded to turn-over these forms. [The IRS website DECEPTIVELY leads employers astray that they can demand...but as private sector 'you don't have no stinkin' badges' do you ?....and then WILL not come to their aid. The courts have ruled the IRS NOT RESPONSIBLE for advice or advice in its pamplets...so buyer beware...] A W4 is a witholding allowance certificate. It ALLOWS the employer to withold. Why is this so? Because a private sector employee is entitled to wages...in a FREE society. Everything must be via consent to be governed.
