Chapters 18 and 19 were about the specific land areas following the conquest of Canaan allocated for almost every tribe except the tribe of Levi, and Chapter 20 is about the designation of particular cities as "cities of refuge" :( these were particular cities within each tribal area you would flee to if you accidentally killed someone.)

Chapter 21 is about the allocation to the tribe of Levi of particular cities within each of the other tribal areas. The Levites were thus spread throughout all Israel as they were also priests to all of Israel.
