You could do this, but the results will depend on the condition and depth of the asphalt. You need a good foundation to support the cement so that it will last without shifting or cracking. Most times, it seems that it is money well-spent to dig up the existing asphalt, add in crushed rock or concrete and rebar before repaving with cement. See the attached article. what are you planing to do? ive heard of using asphalt sealer etc over a cement driveway and it seemed to holdup well. But....as for doing it the other way around. do you have the extra room for like 6 inches of cement etc? but again the specific application would help alot to achieve a better answer

Some people prefer asphalt to concrete and vice versa. Initially it's less expensive to get an asphalt driveway and asphalt is easier to repair. However it will need more maintainence. Basically this is a personal choice and often comes down to which one you get the best deal on.
I work with asphalt, paving roads. We have to figure out how mush asphalt it will take to pave or resurface a road. We do this based on the length, width and how thick we are going to put it down. With a known weight per square yard we can figure out how many tons of asphalt we will need for a given road. We also use this in reverse to check how much asphalt we are putting down per square yard as we go along.
About $ 4.50 per sq ft of gravel and 3 inches of hot mix. On average it cost $1 per sq.ft per inch of asphalt, just to lay it. If you are laying 3 inches of asphalt then expect it to cost around $3 per sq ft. If you lay 4 inches expect to pay 4 $ per sq.ft.. You only pay more when you have Base work to be done such as digging down 12 inches and then laying 9 inches of gravel and then the asphalt. In cases were there is Base work to be done expect to pay anywhere from 1.50 to 2 dollars a sq ft.
