No, some IROC's are a 305 5.0 Liter and have a 5 speed manual. Total production for IROC's in 1987 was 38889, 12105 of those were 5.7L IROC's. ALL 5.7L IROC's were 700R4 Automatics, the remaining 26784 5.0L IROC's were available in Auto or Manual Transmissions.

The only transmission offered from the Factory with a 350 TPI was the 700-R4. They did not offer a manual transmission due to the torque output of the engine being too much for the transmission.
Chevy never made a 1986 IROC-Z convertible, not till '87 - so the answer is no.
