PE is a compulsory subject which is thought until year 11, the reason for this is due to many children being obses, so therefore by making this complsory it will decrease obseity.

For religious reason, for example swimming may be excussed.. For example if you are a Muslim, it is forbidden to show any body parts to anyone, so therefore a Muslim person is excused from swimming, but is not excused from thing such as Badminton etc.
