A logical printer is a type of "virtual printer"; asking one to "print" a file will convert the file to another type you desire, and save it in a specified directory or immediately fax or email the file to the number or address you specify.
One example of a logical printer is the Microsoft XPS Document Writer, which comes standard in newer Windows versions. It will, for example, convert an Excel sheet to PDF format, given you've selected it as your default printer.
