Ozone levels applies to ozone in the air we breathe. Nature makes some ozone "down here", primarily lightning and waterfalls. Most of the ozone we worry about comes from combustion and combustion byproducts from automobiles (trucks, and so on too), power plants, and factories. Combustion produces NOx as a byproduct. VOC is unburned fuel (engines out-of-tune, or "running rich") and compounds from natural sources (methane from people and cows, and exudants from trees and plants). These two when irradiated by violet to ultraviolet light from the Sun will form ozone. Ozone is an irritant to breathing, even for plants, and is not a "good thing" where we have to breathe.

"Bad" ozone at ground-level is harmful to breathe and damages crops, trees, and other vegetation.
