Mainstreaming in schooling means putting children from special education classes in a regular classroom. It was required by congress. It created a mess. The children were in special classes because they were behavior problems and much more difficult to teach. They made it more difficult to teach regular children. They brought chaos to class rooms. Then the Federal Government put in the "No Child Left Behind" program. It meant the entire classroom went at the speed of the slowest student. It really meant, "No child goes ahead." Now the Federal Government has different rules as it micromanages local schools. People wonder why the United States has the worst public school system in the Western World.
