This is possibly referring to a double check valve or back flow preventer on your potable water system. The valve prevents potable water from traveling backwards in your water line. Lets say that you are filling a sprayer can with weed killer and your hose is submerged in the sprayer while you are filling it. If your water system was to lose pressure it would be possible for the water in the hose to start traveling backwards and actually suck up the weed killer into the potable water supply. When pressure was restored the contaminated water would now flow through to your sink faucets and possibly to your neighbors faucet also. The back flow valve is usually located in a box below grade next to your water meter. In some states the back flow valve needs to be tested every year. When the back flow valve is tested they actually test the backseat valve to insure it lets no water pass backwards
