The theory is positioning through triangulation. If 3 people hear a gun shot repeatedly, they should be able to locate the origin of the gun shot. The theory with GPS is similar in that the satalites are continually pinging a signal at a certain frequency. A GPS receiver will receive these signals from the satalites in orbit depending on location on Earth. If 3 or more satalite signals are received, a general position can be determined.
