Screen refresh rate is the number of times an image on any type of monitor or television is reconstructed per second. This is measured in "hertz." (Hz)
For example, a TV with a refresh rate 60Hz, reconstructs the image you're seeing 60 times every second. Basically, the higher the refresh rate on a tv, the representation of motion will be smoother, and the image will flicker less.
It means, how many times your screen changes it's picture (very basicly). For example: 60 Hz (1 Hertz - "one time per second" (f=1/T) ) - Your screen changes it's picture 60 times per second.
It is also used in games like FPS (Frames Per Second), but it's nothing else than Hz :) Your machine can provide 40 FPS in some game, but your screen still changes it's pictures in frequency you set (ex. 75 Hz). Otherwise, your eyes would need glasses soon :)

Probably because the screen's refresh rate is too low. See the maker's website or user guide for instructions on increasing the monitor's refresh rate.

By shaky I assume you mean the monitor is flickering, you can fix this by raising the refresh rate on your monitor. Ideally the native resolution and refresh rate work best, most often this is the highest refresh rate supported by your monitor, and the largest resoltuion supported by your monitor. Try changing refresh rate to 60 Hertz first, if it continues flickering, then keep raising the refresh rate until the flickering stops. (Don't forget to click apply after changfing the refresh rate to ensure the refresh rate is changed)
i think dear it's by..refresh rate of crt..the screen refresh by vertical direction..so light pen can update it's possition..in every..refresh of crt'..but in lcd this is oppisite
