WEBELOS is the term that refers to the highest level of Cub Scouts, just before going into Boy Scouts. It represents an acronym, thought up in the early 40s, stands for "WE'll BE LOyal Scouts!" It does not have any relationship to the German term.

When the Cub Scouts was first established in 1930 the three ranks were Wolf, Bear and Lion. In 1941 the WEBELOS badge was added for 10 year old boys who had finished the Lion badge (it went by age then - not school year as we do it today). Its symbol was what we now use for the Arrow of Light. In 1967 the Lion Rank was dropped and the 10 year old Cubs were known as WEBELOS. The badge still looked like our Arrow of Light. Around 1972 they changed the name of the WEBELOS rank badge to the Arrow of Light. The five ranks as we know them today, Bobcat, Wolf, Bear , WEBELOS, and Arrow of Light were established in in 1978.

Oddly Webel by itself does not exist as a word. might refer ( German) to the webbed design of Chevrons.

The "Super Achiever" or "Heavy Shoulder Award" is an informal distinction bestowed by the Pack on WEBELOS scouts that earn all 20 activity pins. Since it is not an actual BSA badge or award I doubt there are any statistics available. My personal experience is that it is about 5-10% of bridging WEBELOS (finishing Cub Scouts and moving to Boy Scouts) with about half or less of all Cub Scouts bridging.
