Typically, I would say about 2mm. That's when I replace the pads on my cars. That gives you a safety margin. Pads are cheap; your life isn't! When you replace the pads, inspect the rotors as well. If they are deeply scored, replace them as well. I don't like turning rotors,; there is a lot of disagreement on whether to do so or not. Many auto parts stores will turn them very inexpensively.

For a CX, DX, LX (and I think EX and SI) trim it is 19mm or 0.75" minimum. Make sure you are measuring the thickness where the brake pads contact the rotor, not on the outer lip which is thicker.
The minimum brake rotor thickness for the front and back rotors on a 1992 Honda Accord is 21mm. Rotors which are below this thickness will not offer adequate or reliable braking.
