Ciudad Juarez is one of the ugliest cities in Mexico and one of the worst lo live in:
Mexico City has nice, upper class zones where locals and tourists alike are not afraid to be mugged or raped (i.e. the Santa Fe, Condesa or Colonia del Valle boroughs). Also, Mexico City has a subtropical climate and although the urban area is much bigger than that of Juarez, it has nice plazas and parks as well as many amenities such as movie theaters, malls and open spaces.
On the other hand, Juarez has a semi-desertic climate with little to no trees and is an overwhelmingly industrial town with many more irregular, poorer, crime-ridden settlements than those found in Mexico City.
