It's when a veterinarian operates on an animal to make it so he cannot reproduce with a female. It's basically an animal vasectomy.
Neutering means having a male cats balls taken out so he cannot have sex and prevents from spray and giving female cats unexpected pregnancy.
It means to remove the animals sexual organs (testes and ovaries) so they can not have babies. It is harmless like any operation its hurts a little for a little bit but does not leave any lasting pain and infact usually significantly improves the animals behavior its very common and helps keep population down.
When you get your pet neutered it means you don't allow it to have babies
